STATED WHEN MS SWAN CROSSED THE RAILROAD TRACKS, ON A SIDEWALK
CROSSING RUNNING PARALLEL TO WHITTIER ST, THE SCOOTER TIPPED
OVER ON THE TRACKS AT THAT TIME A TRAIN WAS APPROACHING FROM
THE SOUTH THE WITNESSES ATTEMPTED TO RUN TO MS SWANS AID BUT
WERE UNABLE TO GET TO HER LOCATION IN TIME IOWA STATE PATROL
