NARRATIVE

UNIT ONE WAS SOUTHBOUND ON I-29 ON THE FLOYD BRIDGE. IT WAS RAINING HARD. THE VEHICLE HYDROPLANED AND STRUCK THE INSIDE GUARDRAIL. THE VEHICLE'S TIRES HAD INSUFFICIENT TREAD.
