NARRATIVE

UNITS 1 AND 2 WERE NORTHBOUND WHEN ANOTHER NON-CONTACT VEHICLE INTERED THE INTERSTATE FROM THE ON-RAMP. UNITS 1 AND 2 CHANGED LANES FROM THE RIGHT TO LEFT AND UNIT 2 DECREASED HER SPEED DUE TO THE SLOW MOVING NON-CONTACT VEHICLE. UNIT 1 WAS UNABLE TO DECREASE HIS SPEED IN TIME TO AVOID STRIKING UNIT 2.
