NARRATIVE

VEHICLE 1 WAS EASTBOUND BEHIND ANOTHER PASSENGER CAR AND VEHICLE 2. VEHICLE 2 SLOWED DOWN TO MAKE A LEFT HAND TURN. VEHICLE 1 PULLED INTO THE WESTBOUND LANE TO PASS THE CAR IN FRONT OF HIM AND THE SNOW PLOW AS VEHICLE 2 WAS TURNING LEFT. THE FRONT DRIVER SIDE OF THE PLOW ON VEHICLE 2 STRUCK VEHICLE 1.
