NARRATIVE

Unit two was responding to assist a Trooper running lights and siren. Unit one did not hear or see unit two. Unit one continued travelling in the left lane. Unit two used the right lane to pass unit one. Unit two merged back into the left lane and made contact with unit one. This is in part to limited visibity of the driver to see out of the back left portion of the vehicle ( K-9 cage).
