NARRATIVE

UNIT 1 WAS NORTHBOUND I-29 JUST SOUTH OF THE WHITING EXCHANGE IN A CONSTRUCTION ZONE. THE LEFT LANE WAS CLOSED. UNIT 1 PULLED OVER TO CHECK LOAD WHEN RIGHT FRONT TIRE WENT ONTO GRAVEL SHOULDER CAUSING THE TRUCK TO OVERTURN. WHEN THE TRUCK OVERTURNED, IT SPILLED APPROXIMATELY 300 TO 400 GALLONS OF DIESEL FUEL INTO THE DITCH.
