NARRATIVE

UNIT 2 WAS SLOWING/STOPPED ON THE ONRAMP WAITING FOR THRU TRAFFIC ON HWY 30, WHICH WAS UNDER CONSTRUCTION, TO OPEN A GAP WHEN SHE WAS STRUCK IN THE REAR BY UNIT 1WHO WAS FOLLOWING TOO CLOSELY AND DID NOT ANTICIPATE UNIT 2'S ACTIONS.
