UNIT #1 WAS STOPPED ON THE NORTHBOUND SHOULDER OF HIGHWAY 14 AND ATTEMPTED TO CROSS THE HIGHWAY WHEN IT WAS STRUCK BY UNIT #2 WHICH WAS NORTHBOUND ON HIGHWAY 14.
