NARRATIVE

BOTH VEHICLES # 1 AND #2 WERE TRAVELING NORTHBOUND ON I-380 NEAR THE 9 MILE MARKER IN JOHNSON COUNTY. TRAFFIC AHEAD WAS RAPIDLY SLOWING DUE TO ANOTHER CRASH THAT OCCURRED NORTH OF THIS LOCATION. THE DRIVER OF #2 STATED THAT BECAUSE OF HEAVY RAIN FALLING,HER VISION WAS OBSCURED AND SHE DID NOT REALIZE THAT TRAFFIC AHEAD OF HER WAS COMING TO A STOP. VEHICLE #2 ATTEMPTED EVASIVE ACTION BUT STILL STRUCK THE REAR OF VEHICLE #1.
