NARRATIVE

UNIT 1 WAS WESTBOUND ON I-80 IN THE INSIDE LANE OF TRAVEL NEAR THE 149.5MM. ACCORDING TO THE DRIVER OF UNIT 1 A SEMI IN THE OUTSIDE LANE SIGNALED AND THEN MOVED TO THE INSIDE LANE TO PASS ANOTHER VEHICLE. THE DRIVER OF UNIT 1 MOVED THE VEHICLE TO THE SOUTH SHOULDER OF WESTBOUND I-80. THE DRIVER'S SIDE OF UNIT 1 MADE CONTACT WITH THE GUARDWIRE. THE DRIVER OF UNIT 1 EXITED I-80 AT MITCHELVILLE AND PARKED ON THE SHOULDER OF THE RAMP.
