NARRATIVE

UNIT 1 WAS LEGALLY PARKED AT THE REST AREA AND THE DRIVER WAS OUTSIDE THE VEHICLE WHEN UNIT 2 DROVE THROUGH THE PARKING AREA AND STRUCK UNIT 1. UNIT 2 CONTINUED OUT OF THE PARKING LOT WITHOUT STOPPING.
