NARRATIVE

UNIT ONE WAS TRAVELING SOUTH ON HIGHWAY 14. UNIT ONE WAS BLOWN OVER FROM HIGH WINDS AND HEAVY RAIN. UNIT ONE CAME TO REST ON ITS PASSENGER SIDE, FACING SOUTHEAST, BLOCKING THE SOUTHBOUND LANE. WIND SPEEDS AT THE TIME OF COLLISION, AS REPORTED BY THE NATIONAL WEATHER SERVICE, WAS OUT OF NORTH AT 38 MPH WITH WIND GUSTS UP TO 54.1 MPH.
