NARRATIVE

UNITS 1 AND 2 WERE NORTHBOUND ON HIGHWAY 1. THE DRIVER OF UNIT 2 SLOWED FOR A TURNING VEHICLE AHEAD OF IT. UNIT 1 STRUCK UNIT 2 FROM BEHIND PUSHING UNIT 2 INTO THE CONCRETE BRIDGE RAILING. BOTH VEHICLES PULLED OFF THE ROAD.
