NARRATIVE

UNIT 2 WAS NORTHBOUND ON 2ND AVENUE WHEN THE LIGHT AHEAD OF HIM CHANGED TO RED AND HE BRAKED TO COMPLY WITH THE SIGNAL. UNIT 1; DIRECTLY BEHIND UNIT 2, WAS UNABLE TO STOP IN TIME TO AVOID STRIKING UNIT 2.
