NARRATIVE

Vehicle 1 was traveling south on Highway 52 when the passenger intentionally removed the keys from the ignition causing the steering wheel to lock and the brakes to become inoperable. The driver was unable to maintain control, pulled the emergency brake, left the roadway to the right and came to final rest in the ditch.
