NARRATIVE

VEHICLE #2 WAS MERGING ONTO I80 WB AT THE 140MM WHEN TRAFFIC WAS BACKED UP. VEHICLE #2 WAS STOPPING AND WAS STRUCK IN THE REAR BY VEHICLE #1. VEHICLE #1 COULD NOT GET STOPPED IN TIME.
