NARRATIVE

VEHICLE #1, AN IOWA STATE PATROL CAR, WAS DRIVING NORTHBOUND ON HIGHWAY 175 APPROXIMATELY 1 MILE NORTH OF THE JUNCTION OF HWY 175 & 37. AT THAT TIME, THE DRIVER OF VEHICLE #1 CHECKED A SOUTHBOUND VEHICLE WITH HIS RADAR AT A HIGH RATE OF SPEED. VEHICLE #1 PULLED OVER ONTO THE EAST SHOULDER OF HWY 175 AND WAS PERFORMING A U-TURN IN ORDER TO CATCH UP TO THE VIOLATER. WHILE MAKING THIS U-TURN HE DID NOT SEE VEHICLE # 2 WHICH WAS SOUTHBOUND ON HWY 175. THE VEHICLES COLLIDED IN THE SOUTHBOUND LANE OF HWY 175 AND THEN BOTH CAME TO REST IN THE WEST DITCH.
