NARRATIVE

UNIT #1 AND UNIT #2 WERE TRAVELING WESTBOUND ON INTERSTATE 80 NEAR THE 194 MM. DUE TO A CONSTRUCTION ZONE THEY HAD NOT YET ENTERED, TRAFFIC HAD SLOWED TO APPROXIMATELY 10 MPH IN THE OUTSIDE LANE OF TRAFFIC. UNIT #1 FAILED TO STOP IN A CLEAR AND ASSURED DISTANCE OF UNIT #2, MAKING CONTACT WITH THE REAR BUMPER.
