NARRATIVE

Vehicle #1 entered I-29 SB from the rest area at the 38mm. Vehicle #2 was in the left lane. Vehicle #1 had a vehicle that had entered the interstate in front of him. Vehicle #1 went to move to the left lane to pass the vehicle in front of him. Vehicle #1 started to change lanes and made contact with Vehicle #2 in the left lane. Both vehicles came to a stop on the right shouler of the interstate. Driver #1 stated that he did not see Vehicle #2 in the left lane.
