NARRATIVE

VEHICLE TWO TRAVELING WEST BOUND WAS TURNING RIGHT (NORTH) AT 213 2ND STREET IN WEBSTER CITY. VEHICLE ONE TRAVELING WEST BOUND BEHIND VEHICLE TWO TRIED TO PASS VEHICLE TWO ONE THE RIGHT SIDE. VEHICLE TWO FAILED TO TURN ON THEIR TURNING SIGNAL DUE TO IT NOT FUNCTIONING.
