NARRATIVE

UNIT 1 WAS NORTH BOUND ON FRANKLIN AVENUE. UNIT 2 WAS EAST BOUND ON OLD HIGHWAY 34. UNIT 2 FAILED TO YIELD THE RIGHT OF WAY AFTER STOPPING AT THE POSTED STOP SIGN AND UNIT 1 WAS UNABLE TO AVOID AN ACCIDENT AND HIT UNIT 2.
