NARRATIVE

UNIT 1 WAS SOUTHBOUND CR F-62 CROSSING HWY 163 FROM A YIELD SIGN WHEN HE FAILED TO YIELD TO UNIT 2 WHO WAS EASTBOUND ON HWY 163. UNIT 2 BRAKED SHARPLY TO AVOID UNIT 1, BUT WAS UNABLE TO DO SO.
