NARRATIVE

VEHICLE 1 WAS WESTBOUND ON I-80. VEHICLE 2 WAS ILLEGAL PARKED BUT COMPLETELY OFF THE TRAVELLED PORTION OF THE ROADWAY ON THE SHOULDER AT THE 53.8 MM OF WESTBOUND I-80. AS VEHICLE 1 APPROACHED VEHICLE 2, VEHICLE 1 CROSSED OUT OF IT LANE AND ONTO THE SHOULDER STIKING THE REAR OF VEHICLE 2. DRIVER OF VEHICLE 1 WAS CITED FOR IMPROPER USE OF LANES AND A WARNING FOR FAILURE TO MAINTAIN CONTROL. THE OPERATOR OF VEHICLE 2 WAS IN HIS CAB RETRIEVING A BOTTLE OF WATER. THIS WAS NOT AN EMERGENCY NOR DIRE NECCESSITY REASON TO STOP AND PARK. OPERATOR OF VEHICLE 2 WAS CITED FOR IMPROPER USE OF CONTROLLED ACCESS FACILITY.
