NARRATIVE

ALL 3 VEHICLES WERE NORTH BOUND ON HWY 136. VEHICLE#1 TURNED ONTO THE SHOULDER AT A 16TH AVE. NE AND LET A NON CONTACT VEHICLE GO BY. #1 THEN CONTINUED TO MAKE A U TURN IN FRONT OF VEHICLE #2. THE VEHICLES COLLIDED. #1 WENT INTO THE EAST DITCH AND #2 PULLED OFF ONTO THE SHOULDER.
