NARRATIVE

VEHICLES 1,2 AND 3 WERE ALL NORTHBOUND ON HWY 182. VEHICLES 1 AND 2 SLOWED TO STOP FOR THE STOP SIGN AT THE JUNCTION OF HWY 9. DRIVER OF VEHICLE #3 WAS UNABLE TO STOP IN TIME AND REAR-ENDED VEHICLE #2. VEHICLE #2 WAS PUSHED FORWARD INTO THE REAR OF VEHICLE #1. ALL VEHICLES HAD BEEN MOVED TO THE SHOULDER BY THE TIME OFFICER ARRIVED.
