NARRATIVE

VEHICLE 1 WAS ON THE MERGING RAMP FROM INTERSTATE 80 EAST BOUND TO HIGHWAY 218 SOUTHBOUND. VEHICLE 2, A DOT MAINTENANCE END LOADER (THAT IS NOT SUBJECT TO IOWA REGISTRATION), WAS SOUTH BOUND ON HIGHWAY 218, BEING FOLLOWED BY OTHER DOT TRUCKS, ALL WITH FLASHING YELLOW LIGHTS. VEHICLE 1 DID NOT YIELD THE RIGHT OF WAY AT THE ENTRANCE TO A THROUGH HIGHWAY, AND STRUCK VEHICLE 2
