NARRATIVE

UNIT 1 AND UNIT 2 WERE SB ON S EXPRESSWAY APPROACHING THE INTERSECTION WITH 23RD AVE. THE INTERSECTION IS CONTROLLED BY TRAFFIC SIGNALS IN ALL THREE DIRECTIONS. TRAFFIC WAS BACKED UP FROM THE SIGNALS DUE TO RUSH HOUR. UNIT 1 SLOWED FOR STOPPED TRAFFIC. UNIT 2 PANIC BRAKED, WAS UNABLE TO STOP, AND STRUCK THE REAR OF UNIT 1. NO INJURIES WERE REPORTED.
