NARRATIVE

UNIT #1 WAS TRAVELING NORTH ON MADISON AVE. UNIT #2 WAS ATTEMPTING TO TURN LEFT INTO A PARKING LOT. THE WITNESS WAS STOPPED AND "FLAGGED" UNIT #2 THROUGH THE INTERSECTION WITHOUT REALIZING UNIT #1 WAS APPROACHING. UNITS #1 AND #2 THEN COLLIDED IN THE INTERSECTION.
