NARRATIVE

VEHICLE 1 WAS NORTHBOUND PULLING OUT OF A BUSINESS DRIVEWAY ONTO HIGHWAY 9. VEHICLE 2 WAS EAST BOUND ON HWY 9. VEHICLE 1 PULLED OUT IN FRONT OF VEHICLE 2. THERE WAS A SNOW BANK AT THE END OF THE DRIVEWAY THAT OBSTRUCTED VEHICLE 1'S VIEW FOR APPROXIMATELY A 12 FOOT STRETCH OF THE DRIVEWAY.
