NARRATIVE

UNIT 1 WAS EB ON HERBERT HOOVER HWY. UNIT 2 WAS EB ON HERBERT HOOVER HWY APPROACHING UNIT 1. A SEMI ON THE EXIT RAMP FROM WB I-80 SLOWLY PULLED OUT IN FRONT OF BOTH UNITS AND BEGAN TO TURN WB ON HERBERT HOOVER HWY. UNIT 1 HAD TO STOP TO AVOID THE SEMI STRIKING HER FRONT END. UNIT 2 'S DRIVER APPLIED HER BRAKES TO SLOW. UNIT 2'S DRIVER REALIZED UNIT 1 HAD STOPPED AND APPLIED HER BRAKES HARD TO AVOID UNIT 1. UNIT 2 STRUCK UNIT 1'S BACK END. THE SEMI CONTINUED WB ON HERBERT HOOVER HWY.
