NARRATIVE

VEHICLE 1 WAS TRAVELING NORTH ON I380 AT THE 6 MILE MARKER IN THE LEFT LANE. VEHICLE 2 WAS BEHIND VEHICLE 1 ALSO TRAVELING IN THE LEFT LANE. TRAFFIC WAS VERY HEAVY IN BOTH NORTHBOUND LANES OF TRAVEL. THERE WAS AN ABRUPT SLOWING TO STOPPING OF TRAFFIC FLOW. VEHICLE 1 APPLIED ITS BRAKES VERY RAPIDLY AND VEHICLE 2 STRUCK VEHICLE 1 IN THE REAR.
