NARRATIVE

UNIT 1 WAS STOPPED ON THE WB OFF RAMP WAITING TO TURN SB ON DUBUQUE ST. UNIT 2 WAS TRAVELING IN THE RIGHT NB LANE ON DUBUQUE ST. TRAFFIC IN THE LEFT NB LANE WAS STOPPED WAITING TO TURN LEFT ON TO I-80 WB ON RAMP. A UNIT IN THE LEFT NB LANE WAS STOPPED SOUTH OF THE TURN LANE TO SB DUBUQUE ST LETTING TRAFFIC THROUGH. THIS UNIT'S DRIVER WAVED UNIT 1'S DRIVER THROUGH. UNIT 1 ENTERED THE RIGHT NB LANE IN TO UNIT 2'S PATH. UNIT 2 STRUCK UNIT 1 IN THE LEFT SIDE.
