NARRATIVE

UNIT #1 WAS HEADING EAST ON I-80 WHEN A NON CONTACT VEHICLE IN FRONT BRAKED HARD TO MAKE AN ILLEGAL U TURN IN THE MEDIAN. UNIT #1 BRAKED HARD TO AVOID REAR ENDING THE NON CONTACT VEHICLE. UNIT #2 THAT WAS FOLLOWING UNIT #1 BRAKED HARD ALSO TO AVOID REAR ENDING UNIT #1. ANOTHER NON CONTACT VEHICLE BEHIND UNIT #2 WAS ABLE TO DRIVE INTO MEDIAN AVOIDING A COLLISION. UNIT #3 WAS BEHIND THAT NON CONTACT VEHICLE AND BRAKED HARD. UNIT #3 WAS UN ABLE TO STOP IN TIME AND REAR ENDED UNIT #2 WHICH FORCED UNIT #2 INTO THE REAR OF UNIT #1. UNIT #1 DROVE OF ROAD LEFT INTO MEDIAN COMING TO REST. UNIT #2 ALSO DROVE OF ROAD LEFT COMING TO REST IN MEDIAN. UNIT #3 DROVE OFF ROAD RIGHT COMING TO REST PARTIALLY IN EAST DITCH. THE NON CONTACT VEHICLE THAT MADE THE ILLEGAL U TURN WAS NEVER LOCATED.
