NARRATIVE

UNIT #2 WAS TRAVELING EASTBOUND ON I80 NEAR THE 139 MILE MARKER, UNIT #1 WAS DIRECTLY BEHIND UNIT #2. TRAFFIC WAS COMING TO AN ABRUPT STOP DUE TO CONGESTION. UNIT #1 WAS UNABLE TO SLOW DOWN IN TIME AND COLLIDED IN A REAR-END COLLISION WITH UNIT #2.
