NARRATIVE

UNIT ONE WAS TRAVELING WEST ON D59 WEST OF HWY 39 IN SAC COUNTY. UNIT TWO WAS TRAVELING EAST ON THE SAME ROADWAY. UNIT ONE WAS TRAVELING BEHIND AN UNKNOWN SEMI. UNIT ONE ATTEMPTED TO PASS THE UNKNOWN SEMI ON THE LEFT IN A NO PASSING ZONE. UNIT TWO NOTICED UNIT ONE MAKING THE PASS AND DROVE OFF THE ROADWAY ONTO THE SHOULDER TO AVOID HITTING UNIT ONE. UNIT ONE STRUCK UNIT TWO ON THE DRIVER SIDE REAR TIRE OF UNIT TWO. UNIT ONE LOST CONTROL AND DROVE OFF THE ROADWAY INTO THE SOUTH DITCH. UNIT ONE ALSO HAD DAMAGE ON THE PASSENGER SIDE WHICH INDICATES UNIT ONE STRUCK THE UNKNOWN SEMI. THE UNKNOWN SEMI DID NOT STOP AND CONTINUED WEST ON D59. UNIT TWO CAME TO REST ON THE ROADWAY WITH A DAMAGED RIM AND TIRE. A WITNESS BEHIND UNIT ONE STATED THAT UNIT ONE PASSED A SEMI UP A HILL AND SAW UNIT TWO COMING THE OTHER WAY. THEY STATED THAT UNIT TWO SWERVED OVER TO THE SHOULDER TO AVOID HITTING UNIT ONE. THE DISTANCE FROM THE START OF THE NO PASSING ZONE FROM THE POINT OF INITIAL IMPACT WAS .2 OF A MILE LONG. THE DRIVER OF UNIT ONE WAS CHARGED WITH UNSAFE PASS AND FAILURE TO HAVE VALID INSURANCE.
