NARRATIVE

VEHICLE #1 WAS TRAVELING WEST BOUND HWY 30 IN THE OUTSIDE LANE APPROACHING T AVE. VEHICLE #2 WAS STOPPED AT T AVE AND HWY 30. THE CROSS OVER TO EAST BOUND 30 WAS CLOSED, DUE TO THE EXPECTED HIGH VOLUME OF TRAFFIC FROM THE FARM PROGRESS SHOW. SOUTH BOUND T AVE TRAFFIC MUST TURN RIGHT ON TO WEST BOUND HWY 30. VEHICLE #2 CUT THROUGH THE PYLON CONES THAT WERE BLOCKING THE ROAD AND PULLED OUT IN FRONT OF VEHICLE #1. VEHICLE #1 SWERVED TO AVOID VEHICLE #2. VEHICLE #1 ENTERED IN TO THE MEDIAN CAUSING MINOR DAMAGE. VEHICLE #2 FAILED TO STOP AND CONTINUED EAST BOUND.
