NARRATIVE

UNIT ONE WAS STOPPED IN TRAFFIC WAITING FOR TURNING VEHICLE. UNIT TWO WAS UNABLE TO STOP, LOST CONTROL AND WENT TO THE RIGHT OF UNIT ONE. UNIT ONE MOVED LEFT OF CENTER TO AVOID UNIT TWO BUT WAS FORCED TO RE-ENTERED LANE DO TO ONCOMING TRAFFIC.
