NARRATIVE

VEHICLE 1 WAS SOUTHBOUND ON HWY 1 AT THE SOUTH EDGE OF SOLON. VEHICLES 2,3,4 WERE STOPPED ON HWY 1 SOUTHBOUND FOR A LANE CLOSURE, WORK ZONE. THERE WAS A PERSON FROM THE ROAD CONSTRUCTION COMPANY MANNING A PORTABLE STOP SIGN ON THE WEST SHOULDER OF HWY 1 FOR THE SOUTHBOUND TRAFFIC. VEH 1 WAS DISTRACTED BY HER RADIO/CD PLAYER AND FAILED TO NOTICE THAT TRAFFIC WAS STOPPED IN FRONT OF IT. VEHICLE 1 STRUCT VEH 2 IN THE REAR. VEH 2 WAS PUSHED INTO VEH 3 AND VEH 3 WAS PUSHED INTO VEH 4. VEH 1 AND VEH 2 ENDED UP IN THE EAST DITCH. VEH 3 AND VEH 4 REMAINED ON THE ROADWAY.
