NARRATIVE

AT APPROXIMATELY 1912 HOURS ON 08-26-2010, UNIT #1 WAS BEING DRIVEN WESTBOUND ON HIGHWAY 18 TOWARD A RAIL ROAD CROSSING EAST OF RUTHVEN. AT THAT TIME, THE RAIL ROAD CROSSING ARMS AND LIGHTS WERE ACTIVATED DUE TO A MALFUNCTION. THE CROSSING ARMS WERE DOWN, ALL THE RED LIGHTS WERE FLASHING AND THE BELL WAS RINGING. DUE TO THE GLARE OF THE SETTING SUN, THE DRIVER OF UNIT #1 ADVISED THAT HE WAS UNABLE TO SEE THAT THE CROSSING ARMS WERE DOWN AND LIGHTS ACTIVATED. THE FRONT OF UNIT #1 COLLIDED WITH THE WESTBOUND CROSSING ARM. RR SAFETY OFFICER = LARRY STEARNS, 140 NORTH PHILLIPS, SIOUX FALLS, SD
