NARRATIVE

VEHICLE #1 IS EASTBOUND AT THE 131MM DRIVING IN THE INSIDE OF THREE LANES OF TRAVEL. VEHICLE #2 IS AT THE SAME LOCATION ON THE WESTBOUND SIDE OF TRAVEL WHEN THE LEFT FRONT WHEEL AND TIRE COME OFF OF THE VEHICLE AND THE WHEEL JUMPS THE JERSEY RAIL AND STRIKES VEHICLE #1. THE IMPACT BETWEEN THE WHEEL AND VEHICLE #1 OCCURS TO THE LEFT FRONT CORNER. AFTER IMPACT VEHICLE #1 PULLS TO THE SHOULDER. AFTER IMPACT VEHICLE #2 COMES TO REST ON THE OUTSIDE SHOULDER MINUS THE WHEEL. THE WHEEL COMES TO REST ON THE INSIDE SHOULDER.
