VEHICLE ONE WAS EAST BOUND ON HWY 18. VEHICLE ONE WAS WAITING FOR ONCOMING TRAFFIC TO MAKE A LEFT TURN. VEHICLE TWO WAS EAST BOUND ON HWY 18. VEHICLE TWO FAILED TO COME TO A STOP AND STRUCK VEHICLE ONE FROM THE REAR.
