NARRATIVE

UNIT 1 WAS TRAVELING WESTBOUND ON INTERSTATE 80 WHEN IT BLEW A TRACTOR TIRE AND THE TREAD CAME ONTO THE ROADWAY. UNITS 2 AND 3 WERE TRAVELING BEHIND AND STRUCK THE TIRE DEBRIS.
