VEHICLE ENTERED THE ROADWAY JUST NORTH OF THE 52 MM CHASING A
DOG THAT HAD GOTTEN AWAY FROM HIM, WHILE CHASING THE DOG THE
PEDESTRIAN WAS IN THE LEFT LANE OF THE SOUTHBOUND LANES WHEN
VEHICLE 1 STRUCK HIM, THE DRIVER OF VEH 1 DID NOT SEE THE
PEDESTRIAN AND WAS UNABLE TO AVOID COLISION, THE PEDESTRIAN CAME
TO REST IN THE MEDIAN UP AGAINST THE CABLE BARRIER, THE
